Real estate sector: Assessment of the implications of Resolution 21 for listed real estate companies
Posted: Aug 12, 2026
-
In Q3 2026, Resolution 21 set out orientations for amendments to the Land and Housing Laws, replacing Resolution 18 of 2022. We believe the proposed fixed service life for apartment buildings could have material implications for the real estate market.
-
Drawing on international practices, we believe apartment projects under the proposed framework may be subject to a 50–99-year service life, upon expiry of which investors may be granted priority to make additional payments for project renovation and redevelopment.
-
In our view, apartment projects with approved 1/500 master plans, completed landuse payments, or sales approvals prior to the effective date of the amended Housing Law could attract investment inflows, supported by a preference for properties with long-term ownership. Potential beneficiaries include PDR and DXG.
