Sector note – Attracting high-tech FDI to drive national technological development
Posted: Feb 9, 2026
- With the enactment of Decree No. 20/2026 on special mechanisms and policies for private-sector development, together with the ongoing drafting of the Resolution on the foreign-invested economy, we observe a clear policy shift toward high-quality FDI anchored in technology, innovation, and sustainable development. This strategic direction is expected to shape capital flow trends, industry structures, and beneficiary sectors over the medium to long term.
- Decree 20 acts as a direct policy lever, expanding the growth runway for technology enterprises through incentives on taxes, infrastructure, R&D, and human capital. Meanwhile, the forthcoming Resolution on the foreign-invested economy, if effectively implemented, could serve as a bridge enabling Vietnamese enterprises to move up the global technology value chain. Under this theme, we place high expectations on leading players such as FPT and Viettel (unlisted), which not only hold strong market positions but are also pioneers in core technologies such as semiconductor, AI, and are best prepared in terms of technology, human resources, and capital scale to deepen international cooperation.
- For the industrial park sector, Decree 20’s incentives on infrastructure rental fees for domestic enterprises, together with the FDI attraction Resolution, are expected to provide direct demand support. However, the ability to capture high-tech FDI will increasingly depend on a shift away from purely tax-based incentives toward infrastructure quality, investment environment, and transparent institutions.
